STEP 2: 

After finding an opportunity, the PI/PD needs to go to RSP's e-PRAS website, click on the link, and fill out the INTENT TO SUBMIT A PROPOSAL form 30 days prior to the opportunity close date, if at all possible.  

This tells RSP that you want to submit an idea for a specific opportunity. It also gives us the date on which we were informed and helps avoid confusion for multiple submission of the same opportunity.
